Can a sinus infection cause dizziness and fast heart rate?

Ive been drinking lots of water and resting. My heart is beating so fast its making it harder to breathe and Im getting really dizzy. My nose is stuffy but running and my head and face feel like a balloon. Can a sinus infection cause all this?
